S3. Representation

3.1 One-time Representation: Each member of Global Commons is eligible to represent their respective level of the organizational hierarchy only once during their membership tenure.

3.2 Automatic Enrollment for Election: All members of a pod are automatically enrolled as candidates for election unless they explicitly request to have their name removed from the election ballot.

3.3 Limited Decision-Making Power: Elected representatives within Global Commons do not possess decision-making authority. Instead, they are entrusted with the responsibility of conducting day-to-day activities and representing the collective decisions of their respective levels based on the instructions of the members.

3.4 Gender Representation: At each level of the organizational hierarchy, there are three representatives from each gender, ensuring gender equity and balanced representation.

3.5 Simultaneous Elections: Elections for representatives at all levels of the organizational hierarchy occur simultaneously to maintain fairness and transparency in the electoral process.

3.6 Random Selection Process: The election process does not involve voting to eliminate bias and influence. Instead, a Python script is utilized to generate random numbers within the range of enrolled candidate count, thereby ensuring a fair and impartial selection process.

3.7 Transparency and Accountability: The selection of representatives and the electoral process are conducted transparently, allowing members to observe and participate actively. Elected representatives are accountable to their constituencies and are subject to recall if they fail to fulfill their duties effectively or act contrary to the principles and objectives of Global Commons.

3.8 Recall Process: Members at any level of the organizational hierarchy have the right to initiate a recall process for elected representatives. Upon the initiation of a recall, a voting process is conducted within the concerned level, involving members from both the constituency of the representative in question and the level immediately above or below.

3.8.1 Voting Procedure: The voting process includes members from both the constituency of the representative in question and the corresponding level above or below. For example, if a member from pod 12 of state 13 initiates a recall against an elected representative from pod 2 of state 2, the voting will occur within both state 13 and state 2.

3.8.2 Threshold for Recall: A minimum of 40 percent of the total votes cast by all members within the two states is required to validate the recall. If the threshold is met, the elected representative is recalled from their position, and their membership in Global Commons is automatically canceled.

3.9 Transparency and Accountability: The recall process is conducted transparently, allowing members to participate actively and ensuring accountability for elected representatives. Members are encouraged to exercise their right to initiate a recall if they believe an elected representative is not fulfilling their duties effectively or acting contrary to the principles and objectives of Global Commons.
